Prior to Quebec, when you click Change > Create New, which page is displayed?

The Change Landing Page is a Quebec-era feature that replaced the Change Interceptor; it did not exist in releases prior to Quebec.

The Change Form is displayed after the change type has already been selected, not as the initial screen when clicking Create New.
