Explanation
By default in ServiceNow, newly created Change Models are configured with visibility restricted to Change Managers. Until the model is explicitly configured to be visible to other roles (such as ITIL users or testers), it will not appear on the change landing page for those users. This is why testers can see existing (already-configured) models but not the new one. Option D (Active = True) is a plausible distractor but the Active flag alone does not control role-based visibility on the landing page.
