Release Management coordinates the packaging and deployment of multiple changes, not the authorization of a single catalog item addition.

Configuration Management tracks CIs and their relationships in the CMDB; it does not govern catalog content authorization.

Change Management governs all additions, modifications, or removals from production environments including Service Catalog content. Before a new Catalog Item can go live, a change request must be raised, reviewed, and approved to ensure the item meets standards and that stakeholders have authorized it.

Catalog Management is a functional role/process for maintaining catalog content, but the formal authorization mechanism for introducing new items is Change Management.
