What defines which catalog Items, and in what order, are included in an Order Guide?

Order guide template is not a recognized ServiceNow configuration object for controlling item inclusion.

Rules in an Order Guide are condition-based configurations that control both the inclusion of specific catalog items and their display sequence, allowing dynamic item presentation based on variable values or other conditions. Without rules, the Order Guide cannot determine what to show or in what order.

Variable sets are reusable groups of input variables shared across catalog items, not a mechanism for controlling item selection or order.

UI policies govern field-level behavior such as visibility or mandatory status, not catalog item sequencing.
