A Policy Input is a field or value fed into the policy for evaluation; adding a new input alone does not create an additional approval routing branch.

Change Approval Policies in ServiceNow use Decisions as conditional branches that evaluate criteria - such as the affected service - to route approvals to additional approvers. Adding a new Decision to the Normal Change Approval Policy allows you to target records where the service equals 'SAP Enterprise Services' and inject an extra approval step without creating an entirely separate policy.

Creating a new Change Approval Policy would apply to all changes using that policy, not just those relating to a specific service, making it overly broad for this requirement.

Modifying the Normal Change Workflow directly is the legacy approach; in the current architecture, approval logic is managed in Change Approval Policies via Decisions, not by editing workflow activities.
