Question
You are the program manager for the HGQ Program in your organization. Your program has eight constituent projects including a small project which you've assigned to Beth a new project manager in your organization. Part of your assignment is to coach Beth on project management in your program. You are telling Beth about the five process groups of project management and how they map to the progression of the project. Which process group would you tell Beth is where she'll likely spend the bulk of the project time and the project budget?

Why each option
The Executing process group is where project deliverables are actually produced and resources are consumed, making it the phase that absorbs the most time and budget.
Monitoring and Controlling runs concurrently throughout the project lifecycle but does not directly perform work, so it does not consume budget and time at the same scale as execution.
Planning is critical but is largely front-loaded before execution and consumes far less budget because little or no production work is being performed.
The Executing process group is where all project work is performed to produce the deliverables, meaning people are actively working, materials are being used, and costs are being incurred. Because the actual production work happens here, this process group consistently accounts for the largest share of both project time and project budget compared to all other process groups.
Procurement is a knowledge area, not one of the five PMBOK process groups, so it is not a valid answer to a question about process groups.
