Portfolio Reports are outputs of communication processes and represent information products delivered to stakeholders, not the location where changes to communication methods are documented.

Portfolio Process Assets capture templates, historical information, and lessons learned, but a new communication method affecting how information is disseminated is a plan-level policy change, not a process asset.

The Portfolio Management Plan contains the communication management plan as a subsidiary plan, which documents the methods, tools, and procedures used for portfolio communications. When the PMO introduces a new dissemination method, this represents a procedural change to that subsidiary plan and must be recorded as a Portfolio Management Plan update so all stakeholders operate under the same updated communication protocol.

A PMO Management Plan is not a recognized standard portfolio management artifact; updates to portfolio communication methods belong within the Portfolio Management Plan.
