B is correct. The product owner owns the backlog and prioritizes what gets built, so any major redesign request from a senior manager has to route through them first. The PO decides if the change is worth the architectural impact and whether it warrants an additional release. If you spin up a quick agile simulation in a sandbox lab and have someone play the PO role, you will see exactly why bypassing them kills the whole prioritization flow.
