The answers are C and D. If there are network issues between the IC and OA machines, data packets can be delayed or dropped, so the reports pull incomplete or mismatched records. C and D are correct, but I want to flag that B trips up a lot of people because slow historical database queries absolutely can produce stale or mismatched data in Tabular Reports, so do not dismiss it without thinking. The real reason B is wrong here is that the question is pointing at IC/OA coordination problems specifically, and network latency between those machines plus time sync drift are the two root causes that directly break report consistency in that architecture.

C and D, network and time sync kill tabular report consistency every time. Saw both on my actual exam last month, nearly picked B thinking DB lag was the culprit, but the question said "between IC/OA machines" in the scenario and that locked it in for me.
