Due to a significant market change, new priorities are identified for strategic objectives. The document that should be updated first is the portfolio:

The portfolio roadmap translates strategic objectives into a timeline of components and must be updated after the strategic plan has been revised to reflect the new market-driven priorities.

The component inventory is updated after both the strategic plan and roadmap have been revised, as it lists the components that implement the revised strategy.

The strategic plan is the primary source of direction for the portfolio; it defines the organizational objectives that the portfolio is designed to achieve. Because the roadmap, component inventory, and management plan all flow from and must align with the strategic plan, it must be revised before any downstream portfolio documents can be meaningfully updated to reflect the new priorities.

The portfolio management plan describes how the portfolio will be managed to achieve strategic goals and is updated after the strategic plan establishes what those goals now are.
