Why each option
There is no supported in-place migration or upgrade path from an embedded Platform Services Controller deployment to an external PSC topology in vSphere 6.x. The only supported method is a fresh vCenter Server deployment configured with an external PSC from the start.
VMware does not provide a supported mechanism to convert or migrate an embedded PSC deployment to an external PSC topology after initial deployment. The embedded and external PSC topologies represent distinct architectural configurations chosen at install time. To adopt an external PSC, the administrator must deploy a new vCenter Server instance and select the external PSC option during the installation wizard.
Installing only a new external PSC does not help because the existing vCenter Server is already bound to the embedded PSC topology and cannot be repointed to a standalone external PSC without redeployment.
