B. You gain buy-in by getting people in a room and showing them the value directly, not by handing down a plan or outsourcing the conversation to the PMO. Once you explain the benefits, spin up a quick pilot or sandbox so stakeholders can see the practices working on a real slice of the project.

Spot on with the room and pilot approach B, but make sure you frame the value in terms of their pain points and not just agile buzzwords, because that is exactly where I lost stakeholders on my first attempt before passing.
