Why each option
Access to a specific Dynamics 365 model-driven app is granted by assigning security roles to the app using the Manage Roles option, which is separate from defining the security roles themselves.
Security Roles define privileges over entities and data, but do not by themselves grant visibility or access to a specific model-driven app.
Manage Roles is the app-level setting that controls which security roles are permitted to see and open a specific model-driven app. Even if users already hold appropriate security roles granting data privileges, they cannot access the app unless those roles are explicitly associated with it through Manage Roles in the app designer or the Apps list in the maker portal.
The Dynamics administration center manages environment-level and tenant-level settings and does not provide controls for assigning roles to individual apps.
Dynamics 365 home is a user-facing navigation hub for launching apps and is not an administrative interface for configuring app permissions.
