Why each option
To enable external vendor collaboration in Dynamics 365 SCM, the vendor must first be provisioned as a user so the invitation email can be sent, then assigned roles to access the collaboration workspace.
Creating a new Azure Active Directory tenant is not required - vendor users are onboarded as guest accounts within the company's existing AAD tenant.
Separation of duties is an internal compliance control that restricts a single user from performing conflicting transactions, and has no role in granting external vendor portal access.
Provisioning a vendor user creates the external contact as an active system account, which triggers the invitation email to be sent to the vendor's work email address as required.
Assigning user roles grants the provisioned vendor account the specific permissions needed to access vendor collaboration workspaces and perform tasks such as responding to RFQs or confirming purchase orders.
