Negative stakeholders are individuals or groups whose interests are adversely affected by the project, leading them to oppose it. In PMBOK terms, these stakeholders can actively work against the project's success. Identifying and managing negative stakeholders is a key responsibility of the project manager.

End-users describes stakeholders who will ultimately use the deliverable, which is a functional role and does not characterize their attitude toward the project.
