Why each option
Setting the Users group share permission to Full Control does not meet the goal because a restrictive NTFS permission still limits the effective access for network users.
This is incorrect because a Full Control share permission is overridden by a more restrictive NTFS permission - share permissions alone cannot grant more access than NTFS allows.
For network file access, Windows evaluates both the share permission and the NTFS permission and applies the more restrictive result. If the NTFS permission for Users is still set to Read or Read and Execute, the effective network permission remains read-only regardless of the Full Control share permission. The NTFS permission must also be updated to at least Modify to allow document changes.
