Why each option
When pressing the Services key produces no Extension Mobility login prompt, the resolution is to subscribe the phone to the Cisco Extension Mobility service in CUCM.
Creating default device profiles addresses what settings apply when no user is logged in, but does not resolve the missing service subscription that prevents the login prompt from appearing.
The Extension Mobility login prompt (user ID and password) is delivered by the Cisco Extension Mobility IP Phone Service. If the phone is not subscribed to this service, the phone has no way to request or display the login page, so subscribing the phone to the service is the direct fix that makes the prompt appear.
Associating an end user to a device profile is needed for the user to log in successfully, but the login prompt itself will not appear until the phone is subscribed to the EM service.
Assigning a mobile extension relates to Cisco Unified Mobility features and has no bearing on Extension Mobility service login behavior.
