Why each option
When Cisco Extension Mobility does not appear under the Services key, the most common cause is that the phone has not been subscribed to the Extension Mobility service.
An incorrect URL would cause the service to appear but fail to load or display an error, not cause it to be absent from the services list entirely.
If the Cisco Extension Mobility service is not running, the service might appear in the list but fail to respond, rather than being absent from the menu.
For a service to appear in a Cisco IP phone's Services menu, the phone must be explicitly subscribed to that service either via the Self Care Portal or the CUCM admin interface. If the phone is not subscribed to the Cisco Extension Mobility service, it will not appear in the services list when the Services key is pressed.
Extension Mobility enablement on the Phone Configuration page controls whether a device can log in via EM, but service visibility in the Services menu is governed by phone subscription.
