Pressing the TRANSFER button places the existing call on hold and opens a dial pad or contact search so you can reach the third party, which is the required first step to bring another person into the conversation. Once the third party answers, the calls can then be joined, making TRANSFER the initiating action for adding a new participant.
MERGE is used to combine two already-established held calls into a single conference and cannot be used to initiate dialing a new third party that has not yet been called.
