Why each option
If the profile store path in a Citrix Profile Management policy is incorrect, profiles cannot be read or written, so users lose their settings on every logon.
The .INI file is an optional configuration method; when a Group Policy-based Citrix policy is in use, the .INI file is not required and its absence does not prevent the policy from functioning.
The absence of filters on a policy causes it to apply more broadly to all users, not less, so missing filters would not prevent the policy from taking effect.
Citrix Profile Management relies on a correctly specified UNC path to read and write user profiles from a central profile store. If that path is misconfigured or unreachable, Profile Management silently falls back to a temporary local profile, which is discarded at logoff. Correcting the profile store path allows the service to persist and restore user application settings across sessions.
There is no standard Citrix configuration requirement to remove users from a 'Citrix profile group' in order for Profile Management to function correctly.
