The .INI file is an optional configuration method; when a Group Policy-based Citrix policy is in use, the .INI file is not required and its absence does not prevent the policy from functioning.

The absence of filters on a policy causes it to apply more broadly to all users, not less, so missing filters would not prevent the policy from taking effect.

Citrix Profile Management relies on a correctly specified UNC path to read and write user profiles from a central profile store. If that path is misconfigured or unreachable, Profile Management silently falls back to a temporary local profile, which is discarded at logoff. Correcting the profile store path allows the service to persist and restore user application settings across sessions.
