Reply All is the only action that pulls in the sender plus every address on the CC field, keeping the full group in the conversation without you having to manually re-enter anyone.
Worth adding that Forward is your tool when the existing group is fine but you need to hand the whole conversation to someone brand new, like photocopying a staff memo to give to a colleague who was not on the original distribution list, which is exactly the angle some questions use to trip you up when they describe a scenario where a new stakeholder needs the full thread context.
Hitting Send is the final step that actually delivers your reply to everybody.
