B is the one, and honestly this question tripped up a few people in our group at first because A sounds tempting if you have not spent time with the scale itself. I initially leaned toward A because the Borg Scale gets used alongside VO2 max testing so often that the two felt linked in my head, but then I remembered that perceived exertion is literally what the subject reports feeling, which is fatigue and effort, not a physiological measurement of oxygen. B is the card to make here, and the cue I use is "Borg = how hard it FEELS," full stop.

Solid instinct, and worth adding that the 6-20 scale was deliberately anchored to heart rate (multiply the rating by 10 to approximate BPM), so there is a physiological scaffold underneath the subjective report, even if RPE itself remains a perceptual variable.
