C is the right call here. In my experience managing distributed teams, you cannot wait for a milestone to address morale, and modeling the behavior yourself is the leadership move the exam is looking for rather than just scheduling events.

C is the right call but the option cuts off mid sentence which is annoying. D is the time sink trap here because planning a whole retreat when people are already overworked is unrealistic, so flag it and move on.

C is correct because the question says the team works remotely and has had little time to build relationships, so the answer must directly address that gap, and the key phrase in C about modeling this behavior points to the servant leadership style the PMI exam rewards. I notice both C and D are cut off in the text, does anyone know if the full wording of C on the real exam mentions psychological safety or team charter, since that would make it even more clearly the proactive choice over D which requires travel time the team probably does not have right now.

C is your quick win here, lock it in 20 seconds and move on, but dont overthink the psychological safety wording because the real exam version of C just says modeling collaborative behavior and that is enough to signal servant leadership without the extra fluff.
