Reports are fully supported deployment pipeline items and can be promoted between stages along with their associated datasets.
'Data charts' is not a recognized Power BI item type; this is a distractor. Dashboards, which are a real Power BI item type, are supported by deployment pipelines.
Workbooks in the Power BI service refer to Excel workbooks that have been published or uploaded.
