The FIM Service and Portal Language Pack writes regional setting configurations directly into the FIM Service database during installation. Because the Chinese language packs have already been installed and their entries are embedded in the database, the only supported method to remove unwanted languages and start fresh is to restore a backup of the FIM Service database taken before the Language Pack installation, then reinstall only the English and Japanese language packs to populate the database with the correct regional settings.

The FIM Synchronization Service database stores connector space and metaverse data for identity synchronization, not portal regional settings or language pack configurations, so restoring it would have no effect on available languages in the FIM Portal.

Running Setup.exe for the FIM Service and Portal Language Pack again would add or reinstall language packs but cannot remove already-installed languages from the FIM Service database, so the unwanted Chinese regional settings would remain available.

The Custom Setup page during Language Pack installation only controls which new languages are added in that installation pass; it does not provide an option to uninstall or remove languages that were previously installed and already written to the FIM Service database.
