Which feature provides clients with neighbor reports to improve roaming decisions?

802.11r defines Fast BSS Transition (FT), which accelerates the re-authentication and key exchange process during a roam but does not provide neighbor reports to guide where the client should roam.

802.11k defines Radio Resource Management, which includes the Neighbor Report feature. When a client requests a neighbor report, the associated AP responds with a list of nearby APs including their BSSID, channel, and signal information. This allows the client to proactively scan only relevant candidate APs rather than performing a full channel scan, significantly improving roaming speed and efficiency.
