vManage NMS (Network Management System) is the centralized management plane for configuring, monitoring, and troubleshooting the SD-WAN fabric, but it does not maintain the active routing table.

The vSmart Controller is the centralized brain of the Cisco SD-WAN overlay network, establishing OMP (Overlay Management Protocol) peering with WAN Edge routers.
