The multipathing policy controls how I/O is distributed across active paths, but it does not disable paths; a policy misconfiguration would not show a path as disabled in the adapter details.

The presence or absence of virtual machines does not affect whether storage paths are active or disabled at the host adapter level.

The adapter details exhibit shows one or more paths in a disabled state. When a path is disabled, the host cannot send I/O over it, so the total throughput is limited to only the active paths rather than the full combined bandwidth of all links.

The exhibit shows existing paths are present but one is disabled, not that the path count is insufficient; adding another path would not re-enable the already-configured disabled path.
