Having a syslog server present on the network alone is not enough - CUCM must also be explicitly configured to direct its alarm traffic to that server.
CUCM must be actively configured - via System > Service Parameters or the Syslog Configuration page in CUCM Administration - to point to an external syslog server with the correct IP address and severity threshold. Simply having a syslog server running on the network is insufficient because CUCM will not send alarms to it until the destination is defined in the CUCM configuration.
CUCM RMT is not a recognized or standard Cisco feature for alarm and event monitoring in the CUCM platform.
Cisco Prime Collaboration Provisioning is a lifecycle management tool for provisioning collaboration devices and users, not for monitoring real-time alarms and events from CUCM.
