Why each option

The CSS assigned to a line controls that line's outgoing call routing, not incoming reachability - User B having no CSS has no effect on whether User A can call User B.
User B's DN is placed in partition Y, and CSS-X is configured to include both partition X and partition Y. When User A's device is assigned CSS-X, it can search partition Y and successfully reach User B's directory number, which is the standard mechanism for cross-partition calling in CUCM.
A DN with no partition (None) can only be reached by devices with no CSS or by devices whose CSS explicitly includes the None partition; if User A has a CSS that does not list None, this call still fails.
