Why each option
In Cisco Unified Communications Manager (CUCM), desk phones and other physical endpoints are added through the Device menu.
The Application menu is used for configuring Cisco Unified applications such as Cisco Unified Mobility and CTI route points, not physical phone endpoints.
The Device menu in CUCM contains the Phone sub-menu, which is the correct path for adding, configuring, and managing IP phone endpoints. CUCM organizes all endpoint hardware - including IP phones, soft clients, and gateways - under the Device category.
