There is no standalone 'Performance monitor service' in XenServer that gates memory metric visibility; the requirement is the in-guest XenServer Tools agent.

XenServer Tools install a management agent and paravirtual drivers inside the VM that communicate performance counters - including memory utilization - back to the XenServer host and XenCenter. Without them, XenCenter can only report host-level resource allocation, not actual in-guest memory usage metrics.

Memory utilization monitoring in XenCenter does not require elevated permissions beyond standard administrator access; the missing component is the guest tools, not rights.
