Why each option
MCS is grayed out because no hypervisor or cloud resource connection exists; adding one gives MCS the infrastructure target it needs to provision machines.
Restarting the Delivery Controller does not create a missing resource connection; MCS would still have no hypervisor target after the restart.
MCS requires a resource (hosting) connection to a hypervisor or cloud platform before it can create and manage virtual machines. Without a configured connection, the Citrix Studio wizard has no provisioning target and disables the MCS option. Adding a new resource connection via the Hosting node in Studio makes MCS selectable.
New-BrokerCatalog creates a catalog object in the Broker database but cannot resolve a missing hosting connection that is required to activate MCS.
There is no installable 'Machine Creation Service Extension' component; MCS is built into the Delivery Controller and is unlocked solely by having a valid resource connection.
Concept tested: MCS prerequisite - hosting connection requirement
