In which utility can you configure a new Archer instance?

Task Manager is a Windows OS utility for monitoring running processes and resource usage, and has no capability to configure Archer instances.

The Archer Control Panel is the purpose-built management interface that allows administrators to create new Archer instances, configure database connection strings, set service account credentials, and manage instance-level settings. It is the primary tool for initial deployment and ongoing instance configuration, distinct from Windows OS utilities.

The Windows System Control Panel manages operating-system-level settings and installed programs, not application-specific instance configuration.

IIS manages web server bindings, application pools, and site settings, but cannot create or configure Archer instance parameters.
