Question
A customer cannot enable storage failover. You have verified that the cabling is correct, the HA partners can communicate with each other, and cluster HA is configured. What must you do to resolve the problem?
Options
- ASet the HA state in the maintenance boot menu.
- BSelect option 4 in the boot menu.
- CSet switchless cluster in privilege advanced mode.
- DModify epsilon in privilege advanced mode.

Why each option
In a two-node ONTAP cluster, epsilon provides the tie-breaking quorum vote required before storage failover can be enabled.
Setting HA state in the maintenance boot menu configures hardware-level HA mode on a node, but does not address the cluster quorum epsilon issue blocking storage failover enablement.
Boot menu option 4 is used to initialize a node's configuration, which is a destructive action unrelated to correcting quorum settings for storage failover.
Switchless cluster configuration defines the physical interconnect topology between nodes and has no bearing on the epsilon quorum setting that is preventing SFO from being enabled.
In a two-node cluster, each node holds one vote, meaning neither node can independently reach a majority for quorum. Epsilon grants one extra fractional vote to a designated node, enabling quorum to be achieved. If epsilon is missing or incorrectly assigned, the cluster cannot satisfy quorum requirements and storage failover cannot be enabled - modifying epsilon in advanced privilege mode resolves this.
