Why each option
The ability to add guest users to a Microsoft Team is primarily controlled by the owners of the underlying Microsoft 365 Group associated with that Team.
Azure Active Directory Users, generally, do not have the default permission to add guests to Microsoft 365 Groups or Teams unless they are also group owners or administrators.
Teams administrators can configure guest access settings at an organizational level and add guests via the admin center, but a regular Teams administrator is not the primary role for adding guests to a specific team on an ongoing basis for team owners.
Microsoft 365 group owners have the permission to add members, including guest users, to the group which in turn adds them to the associated Teams channel. This allows decentralized management of team membership by those closest to the team's needs.
Other Teams' members (non-owners) do not have the privilege to add new members, including guests, to a team.
