Formatting rights for tracked data in Web Intelligence are controlled by user access levels configured in the Central Management Console (CMC). When the formatting option is unavailable, the user lacks the required right - specifically the right to format tracked changes - which only a system administrator can grant by modifying the user's security profile.

Editing the document in tracking mode activates change tracking for new edits but does not grant the user permission to format the appearance of tracked changes.

Opening the document in tracking mode only displays tracked change indicators; it does not alter the user's underlying security rights for formatting those changes.

Resaving the document with any setting does not override the user's access level permissions, which are centrally managed and not document-specific.
