The Data Tracking feature's availability is controlled by security rights assigned at the Central Management Console (CMC) level by an administrator. If the button is grayed out, the user lacks the necessary 'Enable data tracking' right, and only the system administrator has the authority to grant that permission - no user-level setting or document property can override this restriction.

Editing the document in tracking mode is not possible if the button is already grayed out, as the user does not have the rights to activate the feature at all.

Opening the document in tracking mode does not bypass the security restriction that causes the button to be grayed out.

The Document Properties allow configuration of tracking behavior once the feature is enabled, but they cannot grant the underlying security right that is missing.
