Upgrading the domain functional level to Windows Server 2012 R2 does not automatically migrate SYSVOL replication from FRS to DFSR, which is a prerequisite for introducing newer Windows Server domain controllers.
The current Active Directory environment uses File Replication Service (FRS) for Sysvol replication, which is deprecated and not supported by Windows Server versions beyond 2008 R2 for new domain controllers. To introduce newer Windows Server domain controllers, the Sysvol replication method must first be migrated from FRS to DFS Replication (DFSR) using the FRS2DFSR migration process. Upgrading the domain functional level to Windows Server 2012 R2 only enables newer domain features but does not perform this essential FRS to DFSR migration.
