Why each option

Performance Monitor records real-time and historical performance counters for the running system but does not list startup programs or provide any startup impact measurement.
System Configuration (msconfig) displays startup entries on its Startup tab but in Windows 10 redirects that tab to Task Manager, and msconfig itself shows no impact ratings.
Resource Monitor shows live CPU, memory, disk, and network utilization for active processes but cannot attribute delays to specific startup programs or produce an impact score.
Task Manager includes a Startup tab that lists every program registered to launch at sign-in and displays a calculated Startup impact rating - None, Low, Medium, or High - based on CPU and disk activity measured during boot, allowing you to immediately rank applications by their effect on startup duration.
