When no FlexConnect Master AP is explicitly configured, the WLC automatically selects one AP per unique hardware model to receive the image from the WLC and distribute it to peers of the same model. Since the deployment has two distinct AP models (2702i indoor and 1532i outdoor), the WLC performs exactly two image transfers - one per model family - after which peer APs receive the image from the elected master within each model group.
