Administrative Tools > Configuration contains system-wide TMS settings such as network configuration and security policies, not the provisioning group hierarchy used by TMSPE.

System > Provisioning > Devices is used to manage and view provisioned endpoints and devices, not to define the user group hierarchy for TMSPE.

System > Provisioning > Users is where individual user accounts are managed after the group hierarchy has already been established in FindMe; it is not where the hierarchy itself is created.

Cisco TMS FindMe (System > Provisioning > FindMe) is the provisioning area where administrators define the organizational group structure and hierarchy that TMSPE uses to organize and manage users. The group hierarchy must exist in FindMe before users can be assigned to groups in TMSPE, as TMSPE reads this structure to populate its user management interface.
