Why each option

For VMware Auto Deploy, the DHCP server must provide the correct BIOS DHCP File Name pointing to the iPXE or UEFI boot image - if this value is incorrectly entered, the PXE boot process fails entirely and none of the hosts can complete the boot sequence required to obtain a valid DHCP address and retrieve their Auto Deploy configuration.
A scope too small would cause address exhaustion preventing some hosts from getting addresses due to pool depletion, but would not explain all 10 new hosts failing simultaneously from the very start.
A short DHCP lease duration causes addresses to expire and renew frequently but does not prevent hosts from initially obtaining a valid DHCP address during the boot process.
Setting the Boot Server Host Name to the TFTP server is the correct and expected configuration for PXE boot, so this setting would not explain why hosts fail to receive DHCP addresses.
