Why each option
Storage I/O Control v2 (SIOC v2) provides per-VM I/O quality of service and is supported on VMFS and NFS datastores only.
vSAN has its own native I/O controller and uses storage policy-based management (SPBM) for QoS; it does not rely on SIOC v2.
Raw Device Mappings (RDMs) are direct LUN pass-throughs, not datastore types, and are excluded from SIOC management.
NFS datastores are supported by SIOC v2, which can enforce per-VM IOPS limits and shares on NFS-backed storage. VMFS datastores are equally supported, and together NFS and VMFS represent the two datastore types where SIOC v2 can apply its I/O scheduling and throttling policies.
