Content Libraries in vSphere are a global construct, not bound to any datacenter, folder, or cluster in the standard inventory tree. To create a Content Library, the Content Library Administrator role must be assigned at the Global permission level, which propagates across all vCenter Server instances and all solutions. This is the minimum level at which the role is effective for library creation.

Datacenter Folder is too low in the hierarchy; Content Libraries are not inventory objects under a datacenter folder and permissions at this level cannot grant Content Library creation rights.

The Virtual Center (vCenter Server root) level is not sufficient because Content Library management requires global permissions that exist above the per-vCenter inventory root.

Datacenter-level permissions apply only to objects within that datacenter and do not extend to Content Libraries, which are scoped globally outside the datacenter object hierarchy.
