With static IP addressing, the endpoint cannot use DHCP option 150 to auto-discover the TFTP server. Navigating to Configuration > System Configuration > Provisioning and entering the External Manager Address allows the engineer to manually point the endpoint to the correct TFTP/provisioning server, which is the only supported method when DHCP is not in use.
