D is your answer. Citrix leading practice is to keep infrastructure servers (Delivery Controllers, StoreFront, Director) in their own dedicated resource pool, separate from your VDA machines, so that resource contention on the VDA side never impacts control plane availability and you can manage each pool independently as the environment scales.
