Saw this one and almost second-guessed myself because they throw in all the macroblock and 8x8 block stuff to trip you up, but HD is defined by that 720p progressive scan so C was the easy pick once I remembered to ignore the compression noise. That's a good way to put it, and I'd just add that on exam day "defensible" is really all you need, even if a more complete solution would handle edge cases that the question isn't actually testing.
