C is your answer, and once you wire up a breakout cable in a real lab it becomes obvious why. A breakout cable, typically something like a 40G QSFP+ broken out into four 10G SFP+ tails, splits one physical port into multiple independent logical ports. Each tail functions on its own, with its own MAC, its own link state, its own configuration, meaning you can connect four completely different devices to those four tails without any relationship between them. The other options describe restrictions that simply do not exist, so eliminate A, B, and D immediately and move on.

Thought it was A, but breakout splits one physical into independent logical ports, so C.

Spin up a quick GNS3 or Packet Tracer lab with a breakout cable and you will see those logical ports negotiate independently, which also means you can set different speeds on each one if your optics support it.

A break-out cable splits one high-density port into multiple independent ports, so each tail is its own logical interface with its own MAC, its own security policy binding, and its own placement in a Security Group, which is exactly what makes break-out useful in Maestro topologies where you want flexible port assignment across the orchestration layer. The distractors around "all tails must be uplinks" or "all downlinks" are tempting if you are thinking about a traditional VSX or bonding model, but Maestro does not force that constraint on you.
