Honestly my first instinct was C, implicit drop, because the stem says "allow or block" and block felt like it pointed straight there. That was stem-skimming at its worst. Reading it a second time, the key phrase is "created by an administrator and configured," and that single word is the unlock. Explicit rules are the ones a human builds by hand, while implicit rules are generated automatically by the policy engine, whether that means a default drop or a default accept at the bottom of the rulebase. Once you see that the stem is describing an intentional, human-authored decision rather than a system-generated fallback, A and C and D all fall away on the same reason, they describe behavior the system enforces without the admin writing it. B is the only one that fits the definition of something deliberately constructed.
